The Institutionalisation of European Statistical Harmonisation from the Perspective of the Network Society: The Role of Croatia in the European Statistical System

Sažetak
Following its accession to the European Union, Croatia became a member of the European Statistical System (ESS). The ESS has the characteristics of a network (polycentrism, decentralisation, and self-regulation); in which the Commission’s (i.e. Eurostat) role is to lead the way in the harmonisation of statistics in close cooperation with national statistical authorities. The actors building and developing European official statistics are Eurostat, national statistical institutes, and other national statistical authorities which are responsible for
the development, production, and dissemination of European statistics (such as national banks), as well as various interest groups. The analysis centres on the networking capacity of ESS institutions, the harmonisation process of official statistics itself, and the Croatian statistical institute’s involvement in the work of the ESS. Finally, the authors reveal that the process of harmonisation of official statistics, which is a result of networking of all the statistical authorities of the
EU, has expanded to the point that it has become institutionalised. The purpose of this article is to enhance understanding of the networking capacity of ESS institutions, the harmonisation process of official statistics itself, and Croatian statistical institute’s involvement in the work of the ESS. Another aim of this paper is to demonstrate the extent to which the process of European statistical
harmonisation is institutionalised.
