About current general approaches to and elements of danger analysis in cases of malicious endangerment of traffic routes

Sažetak
Contrary to the traditional descriptive model of approach to the analysis and interpretation of the issues of general or specific forms of safety and protection (after the problems have already accu-mulated), be it of the importance for the national security, as this conference has again brought up the safety issues of the traffic routes on the territory of Croatia and the South-East of Europe, or be it of the importance on a particular local level, the paper advocates for a modern analytical interdisciplinary systematic and proactive.derivative model of general approach to the subject matter supported by a skilful application of available modern qualitative and quantitative analytical methods and techniques for the analysis of danger and the assessment of the nature and volume of endangerment and risk (including as few as possible procedural elements in form of random trying and failing). It should contribute to the timely recognition and anticipation of the behaviour of ali relevant general subjects of safety and protection, which appear to be important for the legal regulations and for the timely and optimal operative technical and technological, educative, informative, promotional and similar development, coordination and managing of particular units within the relevant systems, processes or operations being recognized as extremely sensitive and vulnerable to harmful attacks, malicious manipulations, interventions or misuse, with special reference to the ones most influential at present - i.e. geopolitical, economic, military-strategic, terrorist and/or motivated by organized crime. Some of the factual endangerments, threatening the safety of traffic routes by possible acts of global, regional or local terrorism, have been illustrated by a few recent outstanding cases.
