Sažetak
Police are a part of a state and it has always been a relevant part of the state administration at the government's disposal for assuring dominate concept of public order. The relation of police and administration is like the relation of the parts to the whole. However, when an organized group with the mission to maintain order is formed in the society, we have the beginnings of police. It represents ali what we consider today as the administrative apparatus of a state. With evolution of a society, separate functions and services develop and serve as welfare of a community and a society.
