Sažetak
A new type of terrorism inspired by militant political theology that sets no limits on the violence it employs, the spread of weapons of mass destruction (WMD) and their long-range means of delivery to extremist governments, and the combination of both, have become the main security concerns and pose both a direct threat to global international security and security of EU, that influence the preventive, defensive and responsive instruments with which states and societies try to preserve their security. Although the proliferation of WMD is confined to a relatively small number of countries it can be used not only in large scale military attacks but also by terrorists and other criminal elements. Furthermore, EU can expect and may face risks in the civilian sector that are the result of the worldwide spread of nuclear technology and chemical or biological industry. EU has developed a broad spectrum of measures against those risks, ranging from military preparations to a strengthening of non-proliferation regimes and a diplomatic approach to those proliferators whose WMD programs consider as a signal of security concern rather than aggressive intent. There will be fewer and fewer "clean, conventional, symmetric" threats and scenarios even when CBRNE weapons are not used. With this in mind, European Union as well as Croatia in it has to be prepared for these imminent dangers.
