Fire fighting teams and protected natural values in the Dubrovnik-Neretva county-2011

Sažetak

The Dubrovnik–Neretva County is the southernmost Croatian county located in south Dalmatia with the mainland area of 1780, 86 m2 administratively subdivided into 5 cities and 17 municipalities. The specificity of the area is the narrow, non-homogeneous coastal zone, separated from the inland by the mountains, except for the Lower Nereva valley where exists the natural connection with the inland. The state border in the area Neum-Klek divides the County in two parts.
The rich landscape variety, supplemented with biological diversity of the Adriatic Sea and the mainland, with the characteristics of mild Mediterranean climate, makes this region one of the unique parts of the Mediterranean.
Within the Dubrovnik-Neretva County there are 68 areas of natural heritage that are under protection and several areas that are potentially valuable for protection as well. Therefore, it is highly important to establish the compulsory protection and planning.
The protected natural values are regulated according to the Nature Protection Act. It is important to emphasize that the land areas of natural value, rich in various plant species, are endangered by the fire. The community aware of the extreme importance of preserving nature and the areas of natural values is obligated to put equal efforts in fire protection as well.
The Fire Prevention Act stipulates the importance of environment and nature for the entire community; hence the obligations defined by the Act are to be put into practice.
Each city and municipality is responsible for implementing the list of protected natural values in their Fire Protection Plans. Various organizations providing adequate safeguarding of protected natural values or protected areas have an obligation to establish a fire brigade or forward the obligation to the third legal entity if one fulfills the conditions regarding the firefighting activities.
The Fire Service Act specifically defines firefighting activities as part of the fire protection system, emphasizing and implementing the ecology into it due to its significant influence as well.
Firefighting departments are fully prepared for any kind of intervention if, despite the system of prevention, any unwanted situation arise. The firefighting activity is performed by the firefighting departments, volunteer fire departments and the Croatian Firefighting Association, which makes total of approximately 1200 firefighters in the Dubrovnik-Neretva County.
Firefighting brigades are organized in order to fulfill all the obligations compulsory by the legislative regulation articulating the firefighting activity. The firefighters fight structural fire, intervene in traffic and various technical interventions, they are fundamental operational force in system of protection and rescue and are specially trained and equipped for fighting the brush fire and fire in the areas of protected natural value (with buildings within) as well.
Up to now, The Dubrovnik-Neretva County counts 43 areas of natural values under protection and they are as follows: 1 national park (Mljet), 1 nature park (Lastovo Archipelago), 10 special reserves, 8 park forests, 7 significant landscapes, 6 nature monuments and 10 park architecture monuments. There are also 25 areas of nature that are potentially valuable for protection: 1 nature park, 1 regional park, 8 special reserves, 1 park forest, 7 significant landscapes, 2 nature monuments and 5 park architecture monuments.
During the Croatian War of Independence, several brush fires affected some protected nature areas such as: horticultural nature monument Arboretum in Trsteno, Park Forest Osmoliš, forest region between Brsečine and Trsteno, significant landscape of Rijeka dubrovačka, significant landscape Prapratno. The brush fire devastated the protected plant species such as spruce wood in Plat and genetical seed objects for the forest seeds’ accumulation from pine and cypress trees, etc.
Evidently, there is a particular difference between the Act to designate the protected area and the real situation on the ground where the natural heritage is devastated.
As the result of all previously mentioned it is evidently that the firefighting system encounters natural values under protection which demand the highest priority when interfering in unwanted situations.
