ANALYSIS OF ACCIDENTAL RELEASES OF HAZARDOUS AND/OR HARMFUL SUBSTANCES IN THE ENVIRONMENT AT INA-INDUSTRIJA NAFTE

Abstract
Since January 1, 1999 INA has been applying the Internal Standard on Obligatory Reporting in Case of Hazardous and/or Harmful Substances Emission in the Environment, which prescribes the methods of reporting the accidental emissions into environment. Immediately after such an occurrence i.e. accident, an “urgent report” shall be issued and it contains a brief review of the accidental event. After such an accident has been investigated and its consequences remedied, a “final report” shall be forwarded to the Environmental Protection Department within the Division of Strategic Development, Research and Investment.
The Internal Standard defines the criteria for issuing and forwarding the final report, and these criteria regard the type and quantity of the hazardous/harmful substance released, as well as the remediation costs of the accident consequences. Final report, among other things, contains information on the type, quantity and properties of such a released substance, remediation procedures, costs of remediation and possible penalties, response of public and media to the accident, as well as a proposal of corrective and preventive actions, with a cost estimate. On the basis of reports received, Environmental Protection Department of the Division of the Strategic Development, Research and Investment has performed analysis of such accidental events affecting the environment in 1999 and 2000, their causes and consequences, and offered suggestions regarding the corrective and preventive measures. In 1999, according to urgent reports, 97 accidental events were registered in INA, while in 2000 there were 168. In the year 1999 there were 56, and in the year 2000 60 registered accidents, with minor or major impacts on the environment. By the end of June 2000 Environmental Protection Department received 29, and until May 30, 2001 22 final reports on emission/release of hazardous/harmful substances into environment. The majority of accidents affecting the environment was caused by pipeline ruptures in INA's segment of Oil & Gas Exploration and Production.
