Sažetak
The author compares the new Law on Higher education with program demands of the Croatian Social-Liberal Party. This is a two-level comparison: a direct comparison of excerpts from the text and the articles of the Law and the indirect comparison of fundamental principles and general policies. The Law pays a lip service to the requirments for private universities, autonomy and ideological neutrality. In the implementation of the Law the procedures as well as the Law itself have been contravened. This is illustrated by a detailed outline of the unsatisfactory provisions of the Law and the University of Zagreb Statue regarding students.
