Experiences in the implementation of public works (the possibility of their organization in postwar Croatia)

Sažetak
Public works as a measure of the
employment policy are not often used,
especially in postindustrial societies. This
measure was usually resorted to at times
of mass unemployment or for »breaking
up« hard core unemployment, i.e. for
employing that category of the
unemployed population whose status in
the labour market is the most
unfavourable. The U.S.A. have most
experience in that field because such
projects were organized during the
depressions, starting from the New Deal
period onwards. Although their results
were at first glance impressive (for
example, that is how the La Guardia
Airport and Central Park in New York
were built), many economists deny their
economic effect.
The type and extent of the economic
effects of public works in Croatia are a
subject of a separate analysis. However,
from the aspect of employment it is
obvious that carefully chosen projects
would employ much of the presently
unemployed population and contribute to
the solution of the great unemployment
problem.
In spite of horrific destruction and the
large number of non-engaged active
inhabitants (unemployment,
subcmployment, persons with the status of
employed workers), we estimate that in
Croatian postwar renewal public works of
the New Deal type (i.e. great construction
projects) will not be especially favoured.
Instead, works of the kind that are at
present being carried out in industrially
developed countries will be more
interesting. This estimate is based on, in
the first place, the structure of the
unemployed with a majority of
professionals, women, urban inhabitants,
non-agricultural population etc. These are
works that cannot make mass use of
technical aids but are geared to the
greater engagement of human labour
with, of course, strict professional
supervision.
