The Concept of Building the Market Economy System and the Privatization Policy

Sažetak
In this work a survey of starting foundations of transformation and of the Croatian economy
state in the beginnings in the years 1990 - 1992 is given. Then the concept of privatization,
being the pivot element of the economy system transition, is being brought out. As
the privatization is closely connected with the policy of development, i.e. with the strategy
of development of the Republic of Croatia, the author judges the sense and the choice
of the method of privatization in the point of view of the theory of economy development
implementing the criterion of development, i.e. to what extent the private ownership economy
system stimulates the growth and the efficacy of economy. In a part of work titled
Political and constitutional stipulations of the economy system (Političke i ustavne odrednice
gospodarskog sustava) the ideological and political framework of the economy system
transition and of the development policy is given. The author shows that the applied
privatization mechanism did not eliminate the state ownership as a transitory phase in the
privatization process and that it did not start from the de-centralized system in economy
decision making with developed market behaviour at the company level, that has existed
in Croatia. In transformation a priority was given to the restructuring and not to the re-capitalization
and to employment maintaining. Due to that along with the progress of privatization
within the defined macro-economic policy the number of working posts is decreasing,
and the production of Croatian economy in general is not recovering quick enough.
At the end of this work the question of the privatization concept in accordance with the
recovering of the Croatian economy development is being actualized. And this because it
is only in the plot where the privatization process is in accordance with the macro-economy
stabilization policy - and this policy in accordance with the nature of privatization being
either induced or spontaneous process by means of the financial market, that the privatization
can give the results expected, i.e. that the adequate effects of the restructuring strategy
founded on privatization can be expected. Croatian economy policy is going the other
way, the author concludes.
