Abstracts
The use of the EU pre-accession funds in Croatia can be divided into three phases. The first phase, during the 1990s, encompassed primarily humanitarian aid, with funds managed by the EU. In the second phase, from 2001 until acquiring the status of candidate country in 2004, the funds were used through CARDS programme. After that, PHARE and ISPA, SAPARD (2005–2006), and IPA (since 2007) funds were used. Croatia may use certain funds from the
Community’s programmes. After acquiring candidate country status, national institutions have greater responsibility and more important role in using EU funds. Measurable results have shown that Croatia has achieved satisfying success.
