Sažetak

The development of civil servants’ assessment can be monitored since 1994, when it was introduced by the law and started to influence the rights, obligations, and responsibilities of civil servants. The paper shows the key components of the civil servants’ assessment system in the periods between 1994 – 2001 and
2001 – 2005, which include the assessment procedure, passing an administrative act about assessment, the control of legality and regularity of administrative acts, and particularities of assessment of different civil servants’ categories. It also analyses the assessment procedure in practical circumstances. Assessment is in direct correlation with exercising certain rights, fulfilling certain obligations, or establishing responsibility of the civil servants. Therefore, the author has shown the institutes of civil servants’ legislation related to the assessment. The assessment system introduced by the Law on Civil Servants of 2005 has rather different purposes than the previous one and there is a specific procedure that
has to be conducted prior to the assessment. A successful assessment procedure requires certain prerequisites to be fulfilled so it could be conducted in line with the purposes because of which it has been introduced.
