Sažetak
Development theories, unlike the development economics are emerging after the Second World War as a
consequence of the political project of developing the poor countries in the south. In late 1970s, these
theoretical contributions to the world development are disappearing, under the domination and
implementation of the neo-classical paradigm of economic growth. In 1980s, the Washington consensus
becomes the development model for the less developed countries. The model, or the collection of receipts,
was implemented in all transition Central and Eastern European countries. Consequently, the transition
development strategy was imposed from abroad, and whether the transition development would be
successful or unsuccessful was depending upon capabilities/non-capabilities of particular governments to
strategically govern/non-govern the changes. The same model was implicated in Croatia. High social
transition costs are emerging, due to the lack of strategic vision and capacities of the government's. Recent
theoretical rethinking of development is emphasizing the necessity of implementing the new development
paradigm. The development as a transformation of society is the paradigm that should be initiated and
developed by all stakeholders in Croatia.
