Sažetak

The development of administrative organisations and the importance of the tasks set before them have resulted in careful legal regulation of their actions. However, even more effective protection of civil rights can be achieved by the introduction of a moral code. The
authors have therefore composed a Code of ethics for administrative officers. The Code is expected to improve and facilitate the realization of civil rights and assure adequate quality of work of administrative officers. An independent supervisory body is expected to supervise the implementation of the Code, provide for administrative officers undisturbed working conditions and sanction violations of the Code.
