Public Administration and Political System in Germany: Modernization through Preserving Tradition

Sažetak
The paper explains the public administration and political system in the Federal Republic of Germany. The aim of the paper is to explain the present design of its public administration and the reforms it has undergone. The historical development, starting from the 18th century is explained, followed by the constitutional design of the country with the explanation of the role of the Bundestag, Bundesrat, federal government, and federal president. In the context of political, administrative, and financial decentralization, the territorial division of the country is shown. The paper explains the path that Germany has undergone in the context of managerial reforms: from experimentation with privatization to re-municipalisation. The organization of federal government is explained as well as the external and internal means of its control. The paper also deals with the administrative coordination and the relationship between the state and citizens. The civil service organization gives insight into the manner traditional Weberian public organization functions, while the explanation of the main reforms which have happened in Germany aims at explaining the territorial reforms, the introduction of directly elected mayors, and managerial reforms of local self-government.
