Sažetak
This text deals with problems of development in the "New Key", i.e. after three interventions in the comprehension of development that occured in the last two decades: cultural, environmental and political intervention. But, culture is taken as an integrative and interpretative framework for all recent modifications in the development comprehension as it includes — without regard to various definitions — the whole complex of factors and changes which result in this development. This procedure is legitimate not only methodologically, but also practically, what may be seen from the fact that it is acknowledged by the increasing number of development experts and analysts. According to that, three levels of cultural intervention on development are analyzed: (1) development model choice as a cultural choice, (2) globalisation as developmental surpassing of particularities and (3) direct influence of cultural complex on the forming of political systems ("Political Conceptualization of Development") and development expectations. Deriving the typology of political systems from that presumption on the synchronic–actual level, the text insists on the thesis that the culture of development is a basic question of today's development studies and development sociology.
