Sažetak

With passing the Constitutional Law on the Rights of National Minorities in 2002, the legislative framework regarding the rights of national minorities in the Republic of Croatia has been completed, ensuring them the right to use their language and script. In regard to that law, a number of Central Minority Libraries (CMLs) have been equipped and opened in Croatia, a total of ten, so far. The results of the former model, established in 1990, had not been satisfactory. The model was functioning poorly, due to objective and subjective reasons, and it was, therefore, of vital importance to work out a long term strategy which would ensure a stable and high-quality development. The new socio-economic circumstances imply that the CMLs would be transformed into cultural and information centres, which would satisfy the needs of users who do not fit into the typical profile of a minority library user, as well as the colleague librarians. This way the CMLs would, through a network of public libraries, provide an ever growing number of services, be connected with the job market, the European and the world cultures, and would also satisfy the information needs of the general public. Taking into account the theoretical research, as well as the observations and experience of the minority library managers, the paper will identify the main problems, suggest changes and a detailed development strategy for the CMLs, and finally outline the expected positive results.
