Sažetak

This paper discusses the functions of submissions and complaints, and demonstrates the normative basis and practical use of citizens' rights to file a submission or complaint about the work of social workers in the Social Services system. The authors conclude that these are useful options but they call for a more precise procedure for the verification of claims from the submission/complaint, as well as consistent sanctions for those who abuse them by falsely accusing social workers.
