Is there a clear strategy and tourism development policy in Croatia?

Sažetak
There is in Croatia only one public document on tourism development. The Document is named "Development Strategy of Croatian Tourism". Some elements of development strategy are formally built into this Document, thus qualifying it as an orientating document of development on macro level. Along with undoubted benefit of such an orientation this Act is deprived of many elements in making sense and clarifying this strategy. But, the greatest deficiency is the lack of a clear determination regarding tourism development policy and measures for its implementation.
