THE SYSTEM OF GOVERNANCE IN LOCAL SELF-GOVERNMENT UNITS

Sažetak
The system of governance in local and regional self-government units is an important component of the functioning of the unit of local and regional self-government, and therefore, its rationalization is a part of the entire reform of local self-government which is carried out in Croatia.
The article deals with the system of governance which differs with respect to small (up to 3,000, and possibly up to 10,000 inhabitants) or larger local self-government units. The institutions of the system which affect its efficiency and effectiveness, especially in connection with representative and executive bodies, are analysed.
The analysis includes the functions of local and regional self-government units and their bodies, size of representative bodies, working committees of the representative body, powers and position of the municipal head executive, the mayor and the county governor, powers and structure of the executive board and effects of the introduction of the political executive board on the functioning of the system of governance, structure of the executive board and powers of the mandatary, supervising function by which functioning of different parts of the system is controlled, rule following, achieving results, successfulness, level of efficiency and effectiveness of the system, and functioning of the system and establishment of certain institutes in local self-government units in which bodies of executive power are not elected.
It is pointed out that the legislative solutions relating to the functioning of local and regional self-government units affect the rationality of the system and its efficiency and effectiveness. Likewise, that different solutions and approach to defining the institutions of the system are also possible, and that the legislator should take into consideration the situation in the Republic of Croatia, as well as in municipalities, towns and counties, and regulate by law such a system which will perform all the functions, but with less expense.
