THE ROLE OF EDUCATION AND IN-SERVICE TRAINING OF LOCAL PUBLIC SERVANTS IN STRENGTHENING THE CAPACITIES OF LOCAL INSTITUTIONS

Sažetak

Current conditions in Croatia show an inadequate degree of qualification
and insufficient training of public servants at all levels (central, regional and local). The establishment of modern and professional administration can be achieved by applying such appropriate methods of education and in-service training of administrative personnel as used in almost all European countries. This, however, will not achieve desired effects unless the process of depolitization of the entire administrative system is set in motion simultaneously. In this respect, it is necessary to establish the strategy for the realization of this goal at the level of Government.
In the context of decentralization of the Croatian administrative
system, the question of professional training of local public servants with regard to new decentralized tasks gains special significance.
Two groups of separate, but interrelated, goals and methods for their
accomplishment are proposed in this article.
The first group of goals can be accomplished within a relatively short period of time, and their purpose is to cure the acute condition with respect to further education and professional training of present public servants for the existing and future tasks. This includes courses and seminars organized by county and central bodies, study tours and scientific-professional conferences, as well as legal regulation of the obligation of local public servants to pass the state examination.
For the second group of goals a longer period of time is needed, as well as a detailed analysis and close cooperation and coordination from the top to the bottom of the system. This, primarily, refers to the establishment of the institutions of higher education for future public servants, with special emphasis on education of officials and public servants in high positions. The next goal is the establishment of a new body, or strengthening of one of the existing bodies, for the protection and promotion of the interests of employees in local self-govemment, which should also become an active political participant with the influence on the central level. In addition, it is necessary to promote the legislative and practical merit of the principle according to which the main criterion for the employment, promotion and remuneration in public service is the competence of public servants.
The extent to which these goals will be achieved in practice depends on the speed of transformation of the entire political culture and reaffirmation of fundamental social and ethical values in Croatian administration. The educational and legislative levels are particularly suitable for the initiation of the mentioned processes.
