REORGANISATION OF THE LOCAL AND REGIONAL SELF-GOVERNMENT IN THE REPUBLIC OF CROATA IN RESPECT OF SEPARATION OF “LOCAL AND REGIONAL SELF-GOVERNMENT” FROM “STATE GOVERNMENT”

Sažetak
Ai it is suggested by the title, thè reorganization o f the local self-government in the Republic is discussed in respect o f the legal-political requirement to separate "localself-govemment” from "state govemment", but also in respect of the legal-political requírement to renew and modernize the Croatian historical country structure. Disregard for the latter legal-political requirement, as well as the failure to perform administrative-political activities in this respect, can be considered as one of the main reasons why the Croatian political-administrative (re)organizations during the past ten years (1990 - 2000) did not hâve any considérable effect in thè funetion of the renewal and promotion of the restored Croatian statehood as well as strengthening of the Croatian national identity. After such long
(1918 - 1989) suppression and, particularly, after such strong domination of the municipality as thè basic and the only unit of the local administrative tier (1963 - 1989), there was an attempi to restore the Croatian county structure (1992), but without great success. To e most re cent Croatian législation (2001), in conformity with the Amendment ofthe Constitution of the Republic o f Croatia (2000), follows the concept of séparation of state government from local and regional self-government, presenting in this respect a significant departure from the requirement for the renewal of the Croatian county structure.
