ESTIMATE OF THE UNDERGORUND ECONOMY IN CROATIA IN THE PERIOD 1998-1999 ACCORDING TO THE EUROSTAT METHODOLOGY

Sažetak

This paper gives the results of an estimate of the underground economy in Croatia in the 1998-1999 period according to the industries and forms of the underground economy. The basic methodology used in estimating the size of the underground economy is the Eurostat method. This approach provides a framework that is particularly adapted to countries in transition. The estimate is based on the use of comparable data about employment based on official or administrative sources and on the basis of data from the Labor Force Questionnaire, as well as on other complementary data sources. According to the results of the estimate the total underground economy in Croatia in 1998 amounted to HRK 12,248 million, or 11.1 percent of the official gross value added calculated with respect to basic prices (or 8.9 percent of official GDP). In 1999 the underground economy amounted to HRK 11,508.3 million, or 10.12 percent of the total gross value added in basic prices (or about 8.1 percent of official GDP). The authors describe this estimate as a conservative, or the lower limit of the estimate. According to the results, the dominant form of the underground economy in Croatia is income deriving from unreported labor.
