Sažetak

The paper summarizes the results of empirical research conducted in the City of Zagreb. It refers to two issues: the stability of the city's executive power and the democratization of decision-making at the City Assembly. The data was collected by method of content analysis of minutes from City Assembly on the City of Zagreb in 2001. election of Mayor and City Council were entirely dependent on the results of local elections. Since the system of proportional representation based on fixed lists was followed up in the elections, the investigation was based on the assumption that a certain reduction in the stability of the city's executive power was observed in the observed period. The said law has created the institutional preconditions for the City Assembly to become an active factor in shaping local politics and conducting political control over the work of city executive and administrative bodies. it could be assumed that a wider circle of actors was involved in the decisionmaking process and that therefore there were relatively few decisions initiated by the city's executive authority, which were accepted without modification and without debate, and which were made by mere renunciation.
