The Role and the Scope of an Active Policy Regulating the Labour Market

An active policy on the labour market consist of a set of measures with the purpose to make the approach to the labour market and work posts as simple as possible, to increase the professional capacities of applicants and to improve the functioning of the labour market. Such a policy may result in some favourable effects, but at the same time in some undesirable one as well. Therefore, the essence of an active policy is to intervene on the labour market at the right time, with a programme of optimum content and size and with carefully selected categories of participants.The article reviews various active labour policy programmes, with special emphasis on the countries in transition, whose experiences may be valuable as a result of very many similarities. Namely, active policy programmes are the most important part of a labour market policy at the time of structural changes, when human capital becomes insufficient and where there is a demand for greater geographic, professional, industrial and other flexibility. Croatia has been going through such a period over the last few years. It is therefore very important to propose and carry out active policy programmes which (taking into consideration labour market conditions) are expected to give the best results or have already given the best results. A regional approach is necessary because the labour market problems of individual regions are different.
