The Profles of Family Policy

Sažetak

The author first defines family policy and emphasises its differentiation in relation to the population policy. In addition, he talks about the history of family policy, particularly highlighting the cases of France and Sweden. In the last few decades, family policy has been influenced by demographic changes and in particular by a decrease of fertility and aging of the population, mass employment of women and pluralisation of family structures. The author distinguishes two types of family policy, whose basic criterion of differentiation is the relationship towards the wife's work in and outside the family. Some european countries have adjusted their family policies to the model of one (male) breadwinner, another group of countries offers the mother a possibility of choice to get employed or to stay at home, whereas the third group of countries strongly supports the employment of women. Family policies are different with regard to whether they give priority to the external services of a family or whether they support them financially. Due to current efforts of controlling the social expenditures, the expensive external services of a family are avoided and the emphasis is given to longer vacations for parents and to financial support for poorer families.
