The Development of Social Assistance and Social Care in Croatia After World War II

Sažetak
The paper deals with the development of the system of social assistance and care in Croatia after World War II. It should be noted that up till now there have been few attempts to examine the development of this system as a whole. Social assistance and social care are analysed as components of an integral system, since in Croatia assistance services are mainly provided within the same system that grants monetary benefits, so that the professional activity of social work is crucial for both social care and social assistance. The author first points out the terminology that has been used in the past fifty years in the sphere of social assistance and care. Three terms were used mostly: social protection, social assistance and social care. The first part of the paper clarifies the meaning of these terms, as well as their wrong usage in the Croatian context. In the second part of the paper the author offers his periodization of the development of social assistance and care after World War II. The author relied on two criteria in this periodization: key economic and political changes in society and legislative changes that considerably influenced the development of social assistance and care. In the end the author outlines challenges of reform that the system of social assistance and care is faced with, emphasising the following measures that could contribute to the efficiency of the system: increasing the level of information of citizens in regards of social rights, establishing solid criteria when realising social rights, decentralisation and deinstitutionalisation, the new role of social assistance in regards of market and social integration. It is expected that social assistance should increase and strengthen social-safety net i.e. expand its scope and guarantee citizens a certain level of satisfaction of basic needs.
