HEALTHY CITIES: A STUDY OF THE CASE OF LOCAL DEVELOPMENT AND ORGANISATION OF COMMUNITY

Sažetak
“A healthy city” is a long-term, international, developmental WHO project with the aim to include the health component into every political decision brought primarily on the local level. This project affirms a holistic nature of health, taking health as a totality of the physical, psychical, social and spiritual, and not only as a lack of illness of exhaustion. Such an approach takes away priority of physicians as the only ones who are competent when in the health area and includes a whole series of experts.
In our parts, the project has been conducted from its establishment on the European level, which means for fourteen years, and 25 towns have been included in the national network of healthy towns.
The most prominent member of the Croatian network is the city of Rijeka, which has provided their citizens in health protection (social, health and other types of protection) more than any other town in Croatia. However, regardless of the exceptional results of the Rijeka project, which is testified by the international community documents and the evaluation of the Croatian network of healthy cities, objections could be raised both in regards of the project organisation model, neglect of the basic project principle i.e. wide participation of the citizens and also in insufficient recognition of the project by wide public.
The aforementioned weak points of the project could be strengthened through usage of practical and theoretical notions linked to community organisation, and which relate to the knowledge of theory and practice of action research, the knowledge of basic models and concepts of community work, work with the public i.e. types and techniques of the same and so fort.
