Sažetak

Although modem systems do not guarantee work, but rather the right to work, there emerges a need for governmental regulation in that area.
Similarly, unemployment is increasingly reaching global proportions so there emerges the need to regulate that issue at an international level. One of the ways one tries to solve unemployment is by the regulation of the status of private and public services which mediate in finding employment, thereby creating various tasks which include the carrying out a range of expert functions.
