Abstract

Various approaches are used in determining the success of a project, although the most common criterion is the
realization of the project within the scheduled time, cost and quality (scope). Most recently authors emphasize
customer satisfaction criteria. Many researchers emphasize that the success of a project can be viewed from
different perspectives of stakeholders and consequently the success/failure of a project is determined by their
perception. Regardless of the selected criteria, prerequisites for the successful implementation of a project should
be provided in the planning phase. Specific characteristics of the project planning will be presented using a case study of an IT project. The KIBIS project refers to the computerization of the Orthopaedic Clinic in Lovran with the aim of ensuring support for effective health care, better organization of processes and hospital staff, effective planning and management, reducing time and resources expenditure. The purpose of this paper is to research and analyze the key elements of planning the KIBIS project by identifying shortcomings and
determining segments that are consistent with previous findings and recognizing the problems that are specific to IT projects. The objectives of the research are: to determine the characteristics of a clearly formed project objectives, to emphasize the need for intensive communication in defining project requirements, to distinguish the key assumptions and limitations of IT projects, to determine the level of detail in defining the project scope, to describe the allocation of human resources, to project activities and to define the elements that form the
budget. The results of the analysis of the KIBIS project planning suggest a thorough and comprehensive planning, which is a precondition for a successful project implementation, although, according to the traditional success criteria this project can be considered a failure since the implementation of the project exceeded the expected costs. However, in terms of customer satisfaction and future potential of the developed information system the project has been a success.
