STOKIS in Croatian Legal Regulations

Abstract

The introductory part gives a review of the basic concepts used in the text. Based on the official STOKIS publications an overview of the STOKIS development since the year 1992 to date is given, and also the state of its database for scale 1:25 000. All to this day published STOKIS specifications are listed and described. It has been analyzed how its data model is treated by the Croatian legislation, in particular by the Regulation on topographical surveys and state maps making. According to Regulation on topographical surveys and state maps making the STOKIS current data model and all its components are constructed. The research draws on the experiences of the German ATKIS (Amtliches topographisch-kartographisches Informationssystem), on whose structure STOKIS was created. The STOKIS data model has been compared with the ATKIS data model. The need to change the STOKIS model was established and possible solutions for improvement and further development of the model was presented. It is also proposed broadening of the output database products. That would increase the number of STOKIS’s end-users, and STOKIS would have achieved greater practical value. The now ongoing multiple spatial data collection in the Republic of Croatia, due to the unavailability of the Basic topographic database on the market, would be avoid. It has been suggested an improvement of legislation and the creation of a new Regulation on topographical surveys and state maps making, due to STOKIS data model better and more precisely defining.
