Sažetak

This article treats the conditions
surrounding population migrations
from areas in which the land
is being put to a new use, i. e.
migrations because of external circumstances
usually described as a
»general social interest«. It describes
the circumstances and conditions
of household migrations in villages
in the area covered by REIK
Koiubara, changes in the structure
of households, the activities of
the population, their plans and
perspectives for future life.
The basic work hypothesis was
that population migrations should
not be regulated by a particular
work organization or the socio-political
community whose territory
is affected.
How regular a migration is depends
on the definition of the social
position and on the rights of
the population on the threatened
area. The social position and
rights of the population must be
defined at least as widely as the
social interest because of which
the interventions are being made.
The article sets down conditions
that the republic must regulate to
ensure uniform criteria for defining
the social position and rights
of the migrating population.
