Sažetak

The process of law-making has been regulated in the recent period by different instruments based on the principles of participation, openness, transparency and effectiveness. Those instruments are parts of the concepts of better regulation and good governance that have been introduced through the regulatory reform which has been globally promoted by the OECD and other international organisations, as well as the European Union. The impact of Europeanization on the law-making process is visible through better regulation policy as well as the harmonisation of the legal framework and practice of regulation in the European countries. In addition to the overview of the improved regulation policy in the EU and Croatia, the paper pays special attention to the regulatory impact assessment, as a new instrument in the Croatian legal, administrative and political system which poses new challenges to the organisation and functioning of the Croatian public administration, as well as to the political system and the society.
