Crisis of welfare state, reform of public administration and Croatian public personnel

Sažetak

The administrative reforms are undertaken rather often in order to improve a ca- pacity to solve public Problems by institutional innovations. They bave been rather frequently met by significant résistance from thè ranks of officiais as well as thè population or lacked to achieve a sufficient politicai support. There is not enougk light put onto their functions, nor has been fully cleared a technology of their implémentation, mostly because of a high interdependence between the administrative and thè politicai System in every country.
The modem managerial reforms bring numerous structural, personal, technologi- cal - metbodological and other effects. Those might be positive, if reforms were undertaken for pragmatic reasons of accommodation to the actual circumstances, a tradition and developmental needs of a particular country. The effects might be negative, especially if a reform of the public administration has been conceptual- ized as a prevalently politically motivated project.
Notwithstanding thè crisis of thè welfare state, in Croatia, during the nineties did not exist a concept ofa managerial type reform of the public administration. The data on evolvement of the employment and fluctuations of the administrative personnel directs us to the conclusion tkat the administration has nevertheless under- goneverysignificant, turbulent, deep, mostly negative changes, on the grounds of a low and primitive politicai concept.
The personnel in the governmental administration were subdued to the process of sélection according to thè politicai, ethnie and similar criteria, in particular at the beginning of the nineties. After that process was over they hâve came into a better position, beginning to enjoy a higher job security. In the public services the same kind of sélection processes might be inferred, with a significant ‘‘brain drain”. Réductions of the number of their employées and a détérioration of their position hâve, however, continueđ. The only exception moke the postal and télécommunications services, in which the number of employées is on thè rise. In comparison to the other businesses in thè country, and in particular to the economy, whose condition is much worse, the public administration personnel still holds a privileged position.
