EQUALIZATION OF OPPORTUNITIES AND DEVELOPMENT OF THE REGISTER OF PERSONS WITH DISABILITIES IN THE REPUBLIC OF CROATIA

Abstract
Following ratifi cation of the UN Convention on Human Rights, public policies towards persons with disabilities in the Republic of Croatia are based on contemporary international standards that include the fundamental principles of human rights such as the principle of non-discrimination and the principle of interdependence and indivisibility of all human rights. This paper presents historical development of the Register through monitoring of epidemiological and contextual indicators and results of the implementation of tasks based on the National Strategy for Equalization of Opportunities for Persons with Disabilities for 2007-2015. Among epidemiological indicators, the most prominent one is increase in the total number of persons with disabilities, the share in the total population of the Republic of Croatia, the share of persons with disabilities aged 65+, and increase in the number of persons with mental disorders as the cause of disability. Signifi cant results are highlighted, along with implementation of the Convention and the National Strategy, and the absolute possibility of further development of the Register, especially in the part on the epidemiology of disability. The importance of the Croatian Disability Rights Development Policy for Persons with Disabilities is highlighted, as well as its contribution to improvement of the quality of life and equalization of the opportunities for this extremely vulnerable population and their families.
