Institutional framework and formulation of the upper secondary vocational education policy in Croatia: a preliminary analysis

Abstract

This article presents preliminary findings of the model designed to
explain policy formulation and institutional development in the field of
the Croatian upper secondary vocational education. Data was collected
via literature review and in-depth semi-structured interviews with
nine researchers and experts dealing with key policy actors (competent
central state entities, counties, employers’ associations, and trade
unions). Relevant features of key collective actors are analyzed and
presented. Furthermore, concrete elements of the explanatory model
are analyzed, only partially supporting the overall thesis that central
state actors hold the greatest positional power, maintaining it by nonessential
incremental compromises with other actors. Namely, it seems
that central state actors do hold the overall control over key institutional
features such as financing, learning content and standards of delivery.
However, no evidence was found of them having to deploy active
strategies in order to maintain their position.
