The Estimation of the Housing Standard in Zagreb as a Developmental Resource

Abstract
This paper explores housing standard reached in the city of Zagreb, based on the analysis of the statistic data and qualitative research. The housing standard is defined through physical indicators of the housing facilities in connection with the housing status and demographic characteristics of the tenants.The paper points to the tradition of the research of the housing standards in the developed countries, as well as international comparative researches dealing with this subject.The tradition of relevant housing researches, and thus the housing standard in Croatia dates back to the beginning of 1970s. Those researches recorded the housing crisis, and thus identified the housing standard as one of the crucial problems of the development of our cities.The housing standard in Zagreb is assessed on the basis of statistic data on the purpose of housing facilities and the housing status with different demographic characteristics of the household. There is a lack of rental housing in Zagreb. Under the influenceofthewarandthe economic crisis, the housing standard in Zagreb increased modestly, therefore limiting its social and economic development. On average, the apartments are small according to their floorspace and roominess.Over-population of the housing facilities remains one of the crucial problems. There is a difference in the housing standard in individual districts, which points to new trends of segregation.
