Ports are a crucial part of export and import activities. Container terminals in ports play a huge role in the liquidity of the flow of containers. The faster the containers flow, the better the impact on port performance. Container flow is affected by behandling process. In some cases, intervention from multiple parties can make the behandle process more complex and longer. This eventually became a national logistics problem. Therefore, this prompted the Indonesia government to create bonded logistics center as a new policy. A Bonded Logistics Center called as PLB (Pusat Logistik Berikat), is a bonded warehouse for storing imported or exported goods, which may involve one or more activities reissued within a certain period. Bonded logistics centers are present to reduce behandle activities at the port by transferring some of the goods inspection activities that were originally carried out at the port to the PLB. The purpose of this research is to determine the efficiency of PLB on port performance, and to create a port unloading simulation model. This research uses the dynamic system simulation method to analyze the actual port condition and compare simulations to obtain optimal results. Simulation models were created using Vensim® software, and results were validated using behavioral pattern testing. The results show that PLB can reduce dwelling time by 6%, increase available container yard capacity by 11%, and improve efficiency by 2% on port unloading productivity at the port.
