Sažetak
The article follows the issue of Croatia’s accession to membership in the Council of Europe from 1992 to 1996. The process of Croatia’s accession was a very broad and long political process, rather than just a technical matter. The relevance of the topic lies in the importance of the start of the European integration process for Croatia and the role the Council of Europe played at that specific historical moment. Based on various sources, primarily the reports of the three Committees of the Council of Europe, the article demonstrates the problems that accompanied Croatia’s path to membership, the precedents set, and the factors that led to the final positive outcome. The topic is approached from the perspective of structural realism, a theory that rejects the liberal trust in international institutions and emphasizes the importance of state power.
