The Years 1860 and 1861: Citizenship in the Kingdoms of Croatia and Slavonia

Abstract
The years 1860 and 1861 marked a significant turning point in the constitutional development of the Kingdoms of Croatia and Slavonia. Neoabsolutism was abolished, while limited constitutionality was restored and the Croatian Parliament (Sabor) was convened. In light of these new constitutional and legal circumstances, the regulation of citizenship in the Kingdoms and the relations between natives and foreigners became crucial issues. These questions are deemed important in the work of the Ban Conference, the Croatian Parliament, and in administrative practice. This paper, therefore, analyses the acts adopted by the Ban Conference and the Croatian Parliament related to citizenship. It also examines the legal proposal on natives and naturalisation submitted to the Parliament by the representative of the Rijeka County, Jaćim Pavletić. The practical problems of defining natives in relation to the introduction of the Croatian language as the official language in the Kingdoms are also analysed. These issues have only been partially addressed so far and have not been the subject to a more systematic review. Therefore, the paper aims to offer a systematic analysis of the issue of citizenship in the Kingdoms of Croatia and Slavonia during 1860 and 1861. Additionally, the paper places the development from 1860 and 1861 in the broader framework of the Croatian legal tradition in the fi eld of citizenship.
