Abstract
The COVID-19 pandemic was not only medical and health services, as their name suggests, have the task of informing their governments about all possible threats and risks that
come from the internal or external arena. In order to be able to inform and for the state to be able to react readily, numerous conditions and preconditions must be met, which will be
discussed in this article. By analyzing the content of educational institutions that deal with medical sciences, security science, or intelligence, numerous shortcomings in the education
process itself can be easily identified, which certainly have their consequences in practical work as well. The intelligence services did not have a clear picture or knowledge about the possibility of threats such as in the case of COVID-19, because the pandemic itself and the number of victims are proof of that. In other words, experts in medical sciences did not have the opportunity to exchange their information and to educate experts from Security Science or Intelligence in a certain way so that they would recognize or detect a threat. In the same way, experts in medical sciences do not know nor are they educated to understand the intelligence cycle or knowledge in the field of Security Science or Safety.
