Abstract

The author presents that further democratisation and opening of political arenas (polity) for environmentally aware general public are necessary pre-conditions for designing environmental protection policy (policy) and implementation of sustainable development that will be able to cope with modern hardship and environmental protection issues. By involving general public into communication processes and decision-making, the roles of government have been changing inevitably, specifically on different levels, and professions. By developing his argument, the author relies on Offe, Kitschelt, Hannah Arendt and Beck, as well as on other authors in the field of associational and deliberative democracy.
