MODEL OF EVALUATION AND THE EFFECTS OF THE PROJECT IMPLEMENTING SUPERVISION INTO THE SOCIAL WELFARE SYSTEM

Abstract
The paper is a description of a complex evaluation project Implementing supervision into the social welfare system of the Republic of Croatia, which took place from 2000 to 2004. The goal of the project was to show how the quality of psychosocial welfare services can be improved by implementing supervision of psychosocial work. A complex model of evaluation, built according to the LFA (Logical Framework Approach) method, is portrayed. Various quantitive and qualitative techniques of gathering data, such as focus group discussions, questionairres and scales were used.
Formative (process) evaluation has shown that the project was carried out well and as planned, and that it was being adjusted to the needs of the participants as they emerged in the course of the project. Summative evaluation has shown that the project brougth about (1) 10 educated supervision trainers, (2) 35 new competent supervisors in social services, (3) better-quality psychosocial services to clients, (4) readiness to advocate supervision, (5) fulfillment of conditions for continuous supervisor education and (6) definition of elements for an optimal model of supervision in the social welfare system.
According to this, the goal of the project has been met, since it is documented that implementing supervision can enhance the quality of psychosocial welfare services and that preconditions for sustainable supervison have been established.
