The financing of public needs in large towns: the experience of Zagreb

Sažetak

In the first part of the article, the authors explore the main features of
the existing system of financing the public needs in the town of Zagreb in the period 2000-2005, paying special attention to the analysis of the system of public expenditure, primarily through functional and economic classification, with a special regard to the system of public revenue. The overall structure of financing of the town of Zagreb in the examined period can be defined as belonging to a single type with: 1. the budget as the basic instrument of financing the public expenditure, 2. the relation between current and development expenditures in which current expenditures
make up 70% of all expenditures in the period, as opposed to 20% of
development expenditures (although an increase of absolute and relative share of this type of expenditure is also visible), and 3. dominant share of fiscal elements in the system of public revenue. At the same time, the question of sustainability of the given structure of financing imposes itself regarding two limiting factors: the exhaustion of fiscal instruments and the obvious need for further development investments and realization of goals of development strategy of Zagreb in keeping with processes of decentralisation and increasing the necessary level of public goods (the overall urban, primarily municipal infrastructure). In the second part of the article, the authors propose to include non-fiscal instruments of financing the local infrastructure: municipal shares and public-private partnerships. The above instruments are used increasingly, and they provide the basis for the inclusion of the private financing sector into the financing of local investment programs. However, the authors point out that in using the above instruments it is necessary
to find adequate solutions for a number of risks involved in the
association of the public and private sectors.
