Abstract

Education is very important human need and it gradually becomes overriding social activity, because knowledge is considered to be the most important development resource since the end of the last, and the beginning of this century. Education provides the greatest social mobility of people in modern society, both in the changes in a particular social structure, and socio-economic migration. The educational system in Serbia was regulated by the Constitution of the Republic of Serbia on November the 8th 2006, and then more precisely defined by the Law on the Basics of the Education System, and the Serbian Government Decree on organization and implementation of religious education and alternative subject education in elementary and secondary schools. The constitutional arrangement of education is particularly regulated in the paragraph stipulating “The Right to Education” (Article 71); and then in the parts of the Constitution which deal with the use of language and the alphabet; expressing the freedom of thought, conscience and religion; churches and religious communities; fostering respect for differences; parents rights and obligations; autonomy of universities; the rights of national minorities; the rights of preserving individualities; the development of tolerance; in the jurisdiction of the Republic of Serbia; the jurisdiction of the autonomous regions and municipalities. The main task of educational institutions is to train young people for their professional activities and at the same time to educate them according to certain social values. Universal knowledge, skills and values as well as knowledge and values that are important to the culture of certain society are transferred by education. The education system contributes to the development of society with its educational programs, textbooks, school literature, teachers, institutions, methods and organization of teaching.
