Significance of Application of the Land Consolidation in Past and Present with Evaluation of Several Specific Locations in the Požega-Slavonia County

Abstract

Land consolidation is one of the land development procedure. This is the integration of predial particles into a single entity – consolidation boulder, and subsequently, re-division to the larger and more correct parcels. The fragmentation disturbs rational land use and application of modern agro-technical measures (Podgorje). The historical chronology implies the application of land consolidation for more than 200 years - from the inception of organized thinking in the 18th century. The legal basis is visible through the adoption of the first juridical act - Urbarski zakon, in 1836., and over the more recent laws in 1890., 1902., 1954. and 1979. Land management, within the limits of today’s Pozega-Slavonia County, was conducted yet before the Second World War. Land consolidation provides the land for public purposes - construction of traffic and infrastructure facilities. It governes the legal status of the land, cadastral documents creating and it is used in the regulation of watercourses, hydromelioration, hydrographic and other manipulations, so as forestry and environmental protection. Due to urbanization, it has shown the necesity to regulate land in the settlement area. Consolidation in the settlements is the simplest procedure of simultaneous formation a number of regular building lots - allowing the required level of utility infrastructure. Thus, consolidation is becoming an integral part of development policy and planning of settlements - through the incorporation of the detailed plans in spatial planning documents (Pozega). Land consolidation through its application proved indispensable in resolving unarranged land conditions. In the past, it had great importance only to agriculture, while the focus of land consolidation in the future moves towards integrated performance and development of the whole society.
