Basic Topographic Database of STOKIS

Abstract
There is a detailed analysis of the basic topographic database (TTB) of the Official Topographic Cartographic Information System of the Republic of Croatia (STOKIS) and Topographic Information System of the Republic of Croatia (CROTIS) and their contents. An overview of how the TTB is treated in relations with Croatian legislative framework, particularly in the Regulation on topographical surveys and state maps making is given. The foreign experiences and analysis of the accuracy of geocoding and vectorization of the old paper TK25 of the Military Geographic Institute were studied. Based on those experiences is determined positional accuracy of the TTB parts formed from the old TK25 as the original data for vectorization. TTB Product specification were analyzed. Presented are the ways of spatial data collecting and the allowed originals for data collecting and in Product specifications permitted positional deviation. The content and the integrity of the TTB has been analyzed through a category of data maintenance and through minimum mapping units. STOKIS experience and the one of the Official Topographic Cartographic Information System of the Republic of Germany (Amtliches Topographisch-Kartographisches Informationssystem – ATKIS) are compared regarding the minimum mapping units and positional accuracy. It was found that the Germans do not treat all of their spatial data equally. Also, they have a different data collection sources then STOKIS, and it is expected the same or better positional accuracy. The appropriate solutions are offered.
