Abstract
The author first gives clear signs of a crisis within the institution of the laity and the expression of values and guidelines which have their base in the laity, especially amongst the elite of continental Europe (Casanova 2007). Consequently, the majority of those who notice this crisis within the laity do this out of concern and show signs of resisting (the crisis).
This double theory is confirmed in the Stasi commission report (2004) on the laity, and in the general atmosphere which was prevalent during the political-cultural debate regarding the concluding discussions of the non-ratified draft treaty of the European constitution. After pointing out the course of institutional development, the author outlines the vision of the Second Vatican Council regarding religious freedom and the concrete contribution Catholic religion in public schools has on civil reform.
