Civil servants' job security and local development

Abstract

Legal regulation has still not provided for a sufficient level of public servants’ security, which has been confirmed by a recent survey conducted among them. In reality, what is dominant is the political influence, while professional knowledge is neglected and underestimated. The stimulation of local development requires the reverse practice – the knowledge and skills of local civil servants must be emphasised and the sphere of political decision making must be separated from the performance of important local tasks, including local development. The performance of local tasks and services should be characterised by creativity, urban marketing, and other modern methods. Modern methods of human potentials management should be used in relation to local civil servants and their knowledge and skills. Political influence on local civil servants and political insecurity of local public jobs must be eliminated because of their strong discouraging effects on quality performance. Depoliticization is a precondition for affirmation of professional knowledge, which is in turn a precondition for local development.
