Abstract

In our country, restructuring in the direction of higher technological degree is not possible because all our systems are adapted to the average and accordingly all disparities and differences affect the system as factors of obstruction.
Egalitarianism in value orientation, unity and social solidarity at the ideological level, democratic centralism as organisational principle and non-market orientation in economy are inherent features of our system. These system features cause our inability to adapt quickly and successfully to changes and shocks that affect our companies from outside and to technologies that change discontinually and curve-like in shape of S.
If we want to dynamize planning and introduce new technical planning in the system whose main characteristic is inability to learn from its own mistakes, we should know that such a plan can’t function until the whole system is structured strictly in terms of etatistic obligatory planned system or as explicitly market system. »Tertium non datur«.
