Abstract

In this article an attempt is made to give a new interpretation of some empirical research and theoretic analyses of the Yugoslav business enterprise with the help of Etzioni’s compliance theory. His analysis of dual structures is especially relevant. Such structures are the result of an organization having two goals, which demand two different structures of compliance. The demands of efficiency compel such an organization to divide its structure. The Yugoslav business enterprise is defined as an organization with an economic and a cultural goal (self-management), and an attempt is made to achieve both goals within a single structure. An undifferentiated structure has a negative effect on the realization of the organization's economic and cultural goals. This can be seen from studies which show a small amount of control over entrepreneurial decisions, which is not in accord with business efficiency, and studies which prove the predominantly utilitarian interest of employees, which is not in accord with the development of self-management. A single structure of organization does not ensure either the legitimacy of a management, which in fact carries out an entrepreneurial function, nor the redistribution of social power, which is the goal of self-management. Organizational analyses indicate the possibility of increasing the economic and cultural efficiency of the Yugoslav business organization by separating the work (instrumental) and social (interest) systems, and are in accord with the analysis of dual structures in the frame of the compliance theory of organization. Most recent research carried out by the author in 12 Slovene enterprises and among students of the Višja šola za organizacijo dela (College of Work Organization) in Kranj show that pressures blocking the division of structures of organization probably do not stem from the organizations themselves, but from the institutional environment. Even more significant are the aspirations of workers and the management for a more important role to be given to the trade union. Employees consider that the trade union should represent the interests of workers as opposed to those of management.
